Proof of work instead of passwords
Lorem ipsum dolor sit amet consectetur. An account is usually a row in somebody's database with your address in it. Removing the address means removing the row, which means the identity has to be something the device holds instead.
What enrolment does
Nullam sed tellus pharetra egestas vitae. The device generates a keypair, does a measurable amount of work, and presents the proof. The network issues a certificate against the public half and keeps nothing that could identify a person, because nothing that could identify a person was ever sent.
Every recovery flow is an attack surface. We would rather have neither.

What it costs
Sed do eiusmod tempor incididunt ut labore et dolore. Recovery, mainly. Lose the device and lose the identity, because there is no side channel to prove you are the person who enrolled it. That is a real cost and it is stated in the client at enrolment rather than discovered later.
